Task Force on the Regulation of Private Health Care Facilities

The Hong Kong Government is proposing legislation on regulating private health care facilities including private satellite dialysis centres. Our medical director, Dr Ho Chung Ping, chaired a Task Force organized by the Hong Kong Medical Association to study the legislation. The Task Force met with all the private satellite dialysis centres and had a meeting the officials of the Food and Health Bureau to exchange our views on different issues.

He also attended the Legislative Council Panel Meeting on 9 October 2017 and made an oral and written submission to represent members’ views. Our view was summarized as follows

We submit that we support the private haemodialysis facilities be regulated under the proposed regulation. The past record showed that private dialysis centres are of high standard and they are safe and efficient. It is now widely accepted as a mode of kidney therapy. We would stress that dialysis centres are usually of small scale compared with hospital centres and the standard applied should be practicable.

19th Beijing Hong Kong Medical Exchange

The Hong Kong Medical Association (HKMA) holds an annual medical conference with the Chinese Medical Association and this year was the 19 th Year. The theme is NEPHROLOGY and our medical director, Dr Ho Chung Ping, led the Hong Kong nephrologists group to the meeting.

The venue this year was in Wuhan Intercontinental Hotel and Convention Centre. Dr Ho Chung Ping presented a paper ‘Developing a mobile application for the Management of Diabetic nephropathy with mobile clinical app’. The clinical app was called ‘Diabetic nephropathy management support’ and was developed by Dr Ho. It is available in English, Traditional Chinese and Simplified Chinese and is free for download.

Medical Exchange to Guizhou

The Ministry of Health in the Mainland invited Hong Kong Medical Association (HKMA) to visit the medical facilities in Guizhou. The HKMA formed a 17 members delegation headed by Dr Ho Chung Ping and the visit took place from 27 November to 1 December, 2017. The team visited the Guizhou Medical Association and two major hospitals (‘3A Hospital), one in Guiyang and one in Ansung and one ‘district hospital’ in Qinglung 晴隆縣. During each visit, the team
was briefed of the medical situation there. The HKMA also briefed our counterparts of the situation in Hong Kong and exchange views on the medical development. Dr Ho thanked the hosts for the reception and hoped that it would pave the way for future co-operation between the Mainland and Hong Kong.

Guizhou was used to be the poorest province in China because of its mountainous terrain that made communication and farming difficult. With the building of the high speed rain and high quality roads, there is radical change in the economic structure. The increase in GDP was the fastest in the Mainland and and the hospitals where we visited were of high quality. Our Mainland counterparts reported that they had shortage of specialists and would appreciate the assistance from HKMA for the expertise training.

Medical Data sharing with the Hospital Authority

Many of our local patients attended the Hospital Authority hospitals for treatment while attending our Centre for haeomdialysis. It would be ideal if there is data exchange between the Centre and the HA hospitals. In this way, the medical laboratory tests would not needed to be repeated and the drug prescription and drug allergy can be known to both sides. This can now be achieved with the eHRSS (electronic health record sharing system).

Our Centre now had the HKMA CMS YM system installed and we can now view the patient data in HA hospitals and we can also share some information (such as drug allergy) with the system. This is achieve with a built in ELSA (encapsulated software linkage authentication) system. Our Centre is currently the only centre equipped with such system.
